Reduce the perverse incentives in at least $ 500 billion per year and to increase the positive incentives for biodiversity

Identify by 2025 and eliminating, phasing out or reforming incentives, including subsidies, harmful to biodiversity, in a manner proportionate, fair, equitable, effective and equitable, reducing them substantially and progressively in at least $ 500 billion of the united States by 2030, starting with the incentives that are most harmful, and extend the positive incentives for the conservation and sustainable use of biodiversity.
