Design and implement a national plan for the biosafety and Biosecurity in the management of Biotechnology to measure the impact of this on the biodiversity and to establish a policy that allows to negotiate and agree on terms and conditions of access, distribution of benefits of the use and research of the resources fitozoogenéticos and its derivatives.
